<p class="contents">Mr Tiwari, a national of Singapore, is presently a Senior  State Counsel and Head of the International Affairs Division in the  Attorney-General&#8217;s Chambers, Singapore.<span id="more-70"></span></p>
<p class="contents">Mr Tiwari first served (on secondment from the Legal  Service) in the Ministry of Defence and was the Head of its Legal Department. He  was later Head of the Civil Division in the Chambers from 1987 &#8211; Jun 1995. He is  presently the Head of the International Affairs Division.</p>
<p class="contents">Mr Tiwari led the evidence in major Inquiries in Singapore:  Spyros Inquiry (1978), Cable Car Inquiry (1984), Hotel New World Inquiry (1988)  &#8211; the last two being Presidential Commissions of Inquiries. He has also appeared  in various cases in the High Court of Singapore. He has led many bilateral and  multilateral negotiations on behalf of Singapore, including that involving the  Singapore-Johore Boundary Agreement and the Singapore-Malaysia dispute over  Pedra Branca.</p>
<p class="contents">He was the Legal Adviser to the Singapore delegation to the  Uruguay Round negotiations and has represented Singapore in the negotiations for  the Agreement on the Trade-Related Aspects of Intellectual Property Rights and  many ASEAN negotiations and meetings.</p>
<p class="contents">In the area of intellectual property, Mr Tiwari is the  Chairman of the ASEAN Working Group on Intellectual Property Cooperation and  leader of the Singapore delegation to that Group, the APEC Intellectual Property  Experts Group and WIPO meetings. He is also the Vice-Chairman of the APEC IP  Experts Group and was leader of the Singapore delegation to the WIPO Conference  on the WIPO Copyrights Treaty and the WIPO Performances and Phonograms Treaty.</p>
<p class="contents">Mr Tiwari has presented papers and participated at numerous  workshops and international conferences on the Law of the Sea, trade,  intellectual property rights, civil aviation etc.</p>

<p class="contents">Born in the Philippines in July 1946, Mr Pangilinan  graduated cum laude from the Ateneo de Manila University, the Philippines, with  a Bachelor of Arts degree in Economics. He received his MBA degree in 1968 from  the Wharton School of Finance and Commerce at the University of Pennsylvania,  where he was a Procter &amp; Gamble Fellow.</p>
<p class="contents">After graduating from Wharton, he worked in Manila for  Philippine Investment Management Consultants Inc. (the PHINMA Group) and in Hong  Kong with Bancom International Limited and American Express Bank.</p>
<p class="contents">Mr Pangilinan founded First Pacific in 1981 and served as  Managing Director until 1999, when he was appointed Executive Chairman. Within  the First Pacific Group, he holds the positions of Chairman of FPB Bank Holdings  Company Limited and First Pacific Davies Holdings Limited in Hong Kong; and of  Metro Pacific Corporation, Smart Communications, Inc. and Fort Bonifacio  Development Corporation in the Philippines.</p>
<p class="contents">In November 1998, following First Pacific&#8217;s acquisition of a  significant stake in PLDT, he was named as the Company&#8217;s President &amp; CEO. He  also serves as Vice Chairman of Berli Jucker Public Company Limited in Thailand.</p>
<p class="contents">Outside the First Pacific Group, he is a member of Bankers  Trust&#8217;s Asian Advisory Board, a member of the Board of Overseers of The Wharton  School in the United States, and is a trustee of Ateneo de Manila University and  San Beda College in the Philippines. He also serves as Chairman of the Hong Kong  Bayanihan Trust, which provides vocational, social and cultural activities for  Hong Kong&#8217;s foreign domestic helpers.</p>

<p class="contents">Mr. Romero was appointed General Manager, IBM ASEAN/South Asia Region, in May 1999. The IBM ASEAN/South Asia region&#8217;s operations include research, manufacturing, procurement, distribution, sales, marketing, and finance functions.</p>
<p class="contents"><span id="more-20"></span>Mr. Romero originally joined IBM&#8217;s Data Processing Division in 1977 in San Antonio, Texas, USA. Between 1977 and 1993, Mr. Romero held numerous marketing, management, and executive positions including Branch Manager, Regional Marketing Manager, and Trading Area General Manager.</p>
<p class="contents">In 1993, Mr. Romero assumed the position of Chief Executive Officer, NewLeaf Entertainment Corporation, a joint venture between Blockbuster Entertainment Corporation and IBM Corporation. In September 1995, Mr. Romero joined BellSouth Business Systems as Vice President and General Manager.</p>
<p class="contents">In 1997, he rejoined IBM Corporation. From January 1997 until May 1999, Mr. Romero was President, IBM Argentina, and General Manager, IBM Latin America Southern Region. In this capacity, Mr. Romero was responsible for IBM&#8217;s operations in Argentina, Chile, Paraguay, and Uruguay.</p>
<p class="contents">Mr. Romero is a U.S. citizen, and was originally born in Caracas, Venezuela. He attended the University of Maryland for his undergraduate studies in Computer Science. Mr. Romero served as a trustee/director of Florida International University, and also as a Director of Liberty City Charter school. He previously served on the Board of Directors of several civic organizations including: The New World Symphony, The Coconut Grove Playhouse, The United Way, the Greater Miami Chamber of Commerce, and AMCHAM. Mr. Romero presently serves on the Board of the US-ASEAN Business Council. He is a Director of SingaLab Pte Ltd.</p>

<p class="contents">Ramon L. Jocson is the Director of e-Business for IBM ASEAN/South Asia. In his current position, he has revenue and profit responsibilities for IBM&#8217;s regional initiatives in the area of electronic commerce and internet related businesses.</p>
<p class="contents">Prior to his current position, Ramon was the President and Managing Director of IBM Philippines from November, 1996 to December, 1999. He was also the Chairman of two IBM Philippines-wholly owned subsidiaries: ACI Systems, Inc., a software development company; and CITE, Inc., a network integration services company.</p>
<p class="contents"><span id="more-24"></span>Ramon joined IBM in 1982 as a Systems Analyst and was promoted to Computer Center Manager in 1985. After occupying various management positions in IBM Philippines including Information Systems Manager, Market Development Manager, Division Manager of Integrations Services and Manager, Strategic Business group, Ramon was assigned to IBM World Trade Corporation in Singapore as Director of Services Operations for ASEAN and South Asia in January, 1995. As Director of Services Operations, he was responsible for the business operations of IBM Global Services in ASEAN and South Asia, a business involving close to 1,500 professionals in 17 countries.</p>
<p class="contents">In January 1996, he was appointed General Manager, Applications and Integration Services for ASEAN and South Asia. In this role, he was responsible for IBM&#8217;s consulting and systems integration business in the region.</p>
<p class="contents">Ramon has a Masters in Business Administration Degree from the Ateneo de Manila, and a Bachelors of Science degree in Industrial Engineering from the University of the Philippines.</p>
<p class="contents">Among his professional and civic affiliations are with the Rotary Club of Makati West and the Philippine Computer Society. He is a member of the Board of Trustees of the Philippine Science High School, and he also teaches Information Technology Management and Transnational Management at the Ateneo Graduate School of Business. He also serves on the board of Medilink, a health information services company.</p>
<p class="contents">Ramon was born on January 21, 1960. He is married to the former Georgina Luisa Olivares. They have one daughter, Bettina.</p>
